China Petroleum Pipeline Engineering Co., Ltd. (hereinafter abbreviated as CPP) is a professional company specialized in construction for energy storage and transportation, devoting itself to delivering quality project and service thus to create wealth and value for the society.

The company started from the construction of the "August 3rd" project and was formally established in 1973. It participated in the construction of four energy channels in China, undertaking more than 70% of the comprehensive workload. It has built over 120,000 km long-distance pipelines such as the West-East Gas Pipeline system, the Trans-Asia Gas Pipeline system, the Shaanxi-Beijing Gas Pipeline system, the Myanmar-China oil and gas Pipelines, and the Eastern Route of Russia-China pipeline, installed 375 km offshore pipelines including the Tanzania Natural Gas Pipeline, erected 23 million cubic meters crude and product oil storage tanks in cities like Zhoushan, Lanzhou, etc., and designed and built China’s first underground oil storage carven. Since the 13th Five-year Plan period, 46 projects have been granted national awards, such as the Luban Award for the Myanmar-China Pipeline (Myanmar Section), and the Tien-yow Jeme Civil Engineering Prize for the Trans-Asia Gas Pipeline Line A and Line B.

CPP owns China’s only professional design institute for long-distance pipeline engineering survey design and consulting, and one national engineering laboratory for oil and gas pipeline transportation safety. It has mastered core technologies in full life cycle design, construction, inspection, maintenance and repair of onshore and offshore pipelines and storage tanks, design and installation of pipeline communication and automation control systems, construction of large pipelines in complex areas and manufacturing of supporting equipment, design and construction of LNG purification, liquefaction, storage, receiving stations, design and installation of oilfield surface gathering infrastructure and refining units. It has developed a complete industrial chain from planning, scientific research, consulting, survey, design, procurement, construction, machinery manufacturing to production and operation, maintenance, and technical support, and has the ability to build and manage the entire life cycle of oil and gas storage and transportation projects.

JOB POSITION:   Human Resources/Industrial Relations (HR/IR) Lead – TZ

Responsibilities and Duties 

  • Develop and implement HR/IR systems and strategies, aligning them with the company’s goals and objectives.
  • Create and update core processes such as the HR/IR Policy Manual, ensuring alignment with EACOP requirements.
  • Lead the recruitment and demobilization strategy, working closely with management to meet departmental needs.
  • Establish a robust recruitment process and oversee its implementation, potentially with the assistance of external HR contractors.
  • Organize and facilitate mobilization and demobilization meetings for both internal and contracted employees.
  • Support the implementation of training and capacity-building plans for workers and sub-contractors.
  • Manage the development and implementation of an HR Information System that complies with national legislative frameworks.
  • Ensure the efficient retention and confidentiality of all HR documents while streamlining processes and eliminating duplication.
  • Contribute to the preparation and issuance of reports required by management and EACOP.
  • Actively participate in consultative meetings with local and expatriate staff.
  • Define and coordinate regular medical examinations within the project, ensuring the necessary level of confidentiality in handling health information.

Qualification and experience needed.

  • 10 years in HR administration with at least 5 years as HR team manager in a company of at least 150 employees
  • Proven experience as an HR/IR professional, preferably in the oil and gas industry or a related field.
    Strong knowledge of HR/IR systems, strategies, and best practices.
  • Familiarity with EACOP requirements and relevant national legislative frameworks.
  • Excellent organizational and project management skills.
  • Effective communication and interpersonal abilities.
  • Ability to work independently and collaboratively within a team.
  • Attention to detail and a commitment to delivering high-quality work.
  • Flexibility to adapt to changing priorities and handle multiple tasks simultaneously.
  • Proficiency in HR information systems and software.
  • Relevant certifications or qualifications in HR/IR are preferred.
