The Higher Education Students’ Loans Board (HESLB) is a body corporate established under Act No.9 of 2004 (as amended in 2007, 2014 and 2016) with the objective of assisting needy and eligible Tanzania students to access loans and grants for higher education. The main mandates of HESLB include the followings;
  • To help, on a loan basis, needy students who secure admission in accredited higher learning institutions, but who have no economic ability to pay for the costs and other basic needs of their education
  • To collect due loans from loan beneficiaries and use it as revolving fund to sustain operations of the Board
  • To create synergies through establishing strategic partnerships in students financing ecosystem
Our Vision is to become a reliable and sustainable tertiary education students financier in Tanzania
Our Mission is to sustainably manage issuance of tertiary education loans and grant to eligible  Tanzanian students and  loans collection by embracing innovations, skilled workforces and synergies.

The Higher Education Students’ Loans Board (HESLB) engages in the following activities. 
  1. Assume control and management of loanable funds
  2. Formulate mechanisms for determining eligibility of students for loans
  3. Administer and supervise disbursement and repayment of loans offered since 1994
  4. Issue loans to eligible and needy Higher Education Students
  5. Keep and maintain the register and other records of loan beneficiaries and amounts granted to them
  6. Collect repayments for all loans issued to students since 1994 so as to re-lend the funds to other needy Tanzanian students
  7. Advise the Minister on policy and legal matters related to issuance and recovery of loans to students
  8. Establish linkages between the Board, higher learning institutions, loan beneficiaries and employers for effective issuance and recovery of loanable funds
  9. Establish and maintain cooperative network between the Board and other local and international stakeholders in higher education, be it Government or non- government institutions
  10. Conduct research and maintain a databank on other local and external scholarships, sponsorships and awards that may be accessed by Tanzania students
  11. Perform any other duties conferred by the Board or under the Act or any other written laws

Loan applications 2023/2024 begin received July 15.

The Higher Education Student Loans Board(HESLB) would like to inform prospective loan applicants that it finalizing a system that for the first time from this year 2023/2024 applicants will not be required to submit hard copies and thus reduce application costs.

The window to apply for a loan online will be open from July 15, 2023.

In addition, before starting to apply for loans on July 15, 2023, HESLB will announce the 'Guidelines for Providing Loans and Grants to Higher Education Students for the Academic year 2023/2024' which will be available on the website www.heslb.go.tz. All applicants are advised to read and consider it.
